Summerplace Well Facility
Groundwater Withdrawal Permit GWI000704
Under the Groundwater Withdrawal Regulations (Code of Virginia 9VAC25-610), the entirety of James City County is in the
Eastern VA Groundwater Management Area and large wells such as this proposed well are subject to regulations and require a
permit through the Virginia DEQ to withdraw the water.
The permit will allow a yearly withdrawal of 15171000 gallons and a monthly withdrawal of 1933000 gallons. Below this is a list of the
applicable links related to the permit as well as a somewhat brief description of the long document with reference page numbers.

This is the draft permit which represents how the final permit would look and the requirements and restrictions
for the withdrawal. |

This is the draft permit fact sheet which describes the people involved, projected planning, and the timeline for the permitting process.
The rest of the document is considered to be attachments to this fact sheet, so the pages mentioned below will point to highlighted data. |

The technical evaluation for proposed groundwater withdrawal explains the location of the well, the location of the aquifer
from which the well will draw, water levels from nearby USGS wells roughly 6 miles from the site, as well as an aquifer test from 2009. |

This shows the area of impact where the drawdown on the aquifer will be greater than one foot

This is the water conservation agreement for the Summerplace subdivision.
The enforcement section seems as though as it stands, it is enforceable through the community's HOA and does invite
the county (JCC and JCSA) when the county adopts generally applicable conservation standards. I am personally unsure of whether or not
that means the enforcement of the current agreement lies solely on the HOA. |

Here begins the majority of the document, which are the numerous water conservation programs and ordinances set
forth by the county. |

Finally, code of Virginia 9VAC25-610-110 D 3 g states that there must be a mitigation plan in place if the area of impact extends beyond the property of the withdrawal.
This is an interesting read and below is a screenshot of the mitigation plan then the accompanying Code of VA section.
